Just a note - this will not fill House coffers, at least not as we did
it before. The House would give 5 or so credits out for usually under
20k.

IF we do go back to a ticketing system, in my opinion the best option
would be, rather than holding a flat rate the lucky drawer wins (5
credits) we give them a % of the money put in.
