The Council has reviewed the policy against unenemied Mhaldorians
entering Shallam, and revised it slightly.

Mhaldorians are forbidden from entering Shallam. However, one infraction
will be tolerated before the offending individual is enemied to the
city.

Obviously, someone who refuses to leave, even if it is the first
offense, will still be enemied.
