* ENGAGE has had its damage tied to spec. This is a reduction across the board for all warrior engage output as it was pretty crazy in the context of modern warriors. Snb and dual blunt saw the smallest reduction, dual cutting and two handed saw the greatest. Blademaster retains old engage damage.

Dragoncraft
-----------
* New ability: SWIPE.
* Cleaned up some messaging for when REND misses.

Weaving
-------
* New prepare: INCISIVE.

Misc
----
* There is now a line present on look and similar (the same as beacons and liberations) when a sanctioned raid is taking place in the current city.
* Entering sewer grates now respects room hinder. Its also impossible if the room in question is destroyed (from tanks or similar).
* You can no longer dodge weapons and similar while aeoned.
* You can no longer SANCTION LIBERATIONS while beacon fortified. You can still fortify after a liberation starts, though that is liable to change after some monitoring.
