We have removed the bounty system because it is too abuseable. Being a
city enemy and having a bounty on your head doesn't mean you've done
anything to deserve being PK'd. It just means, minimally, that someone
had decided to execute a couple of commands, with or without good
reason. Someone collecting bounties had no way of knowing whether the
person he was going to kill deserved it or not, and this was a big PK
problem. In any case, with Assassins and Champions, the bounty system
was pretty obselete.
