The effectiveness of defiling has been reduced by 1/3 in order to
compensate for the fact that it is expensive, in essence, for a shrine
to be raised at all to a god. It's still far more expensive to take a
shrine to its largest size, from nothing, than it is to destroy a shrine
at its largest size completely.
