Clans now have the ability to become democratic. This means that once
the clan head so chooses, the clan will forevermore (that means
permanently) be considered democratic and the head will be able to be
contested just like a city ruler or guildmaster can. This is quite
obviously mutually exclusive with the SECRET option of clans, so if you
want to be democratic, you must first disable the secret option.

One reason for this is obviously to fix the problem with those pesky
dormant clan heads. Referendums are also possible with a democratic
clan.

The updated helpfiles include HELP CLANLEADER (for the democracy
enabling command) and HELP ELECTIONS (for the syntax to contest a clan
head).
