as some of you have noticed, we recently added a new Ministry to cities: the Ministry of Cultural Affairs. HELP CULTURE (or HELP 10.4.8) will tell you more about this position, but basically it is and will have the power to run events in cities. It is also the Ministry responsible for coming up with entertainments for citizens and keeping morale up, etc.
