Some changes have been made. Firstly, no doubt to the relief of many, BBT will no longer work without balance. This means you can't be jumpkicked and then immediately BBT'd.

Second, I lowered the cost for contesting in an election to 10 grand. It's the same for both cities and guilds. Further, it now only requires there to be two contestors in a city election, not four.
