city defences

Well, I was hoping people would experiment and figure this out on their own instead of complaining to me about how impossibly strong city defences are now, but since they haven't, I will explain.

City defences are _much_ stronger now than they were before, if you walk into an enemy city on your own. However, each person, up to a certain number of people, is being attacked by city defences lowers the damage the defences do. Thus, the one-man raid into a city (which was fairly ludicrous) is not really possible anymore, but a group of people acting together can do it.
