We've put wandering girls that sell flowers in each of the three cities. They work like Jephrey in Jaru does, ie you ASK <whoever..'girl' in this case> WARES and she'll tell you what she has. They currently sell roses, tulips, carnations, freesias, and lilies. Enjoy!
