I have completely redesigned and redone the way shop management works.
No longer are we gods going to be just constructing new shops willy-nilly.

Instead, I have placed the management of existing shops completely under mortal control, in cities. Shops now cost a city 5000 gold/Achaean year in protection costs, and cities can levy taxes. HELP CHANCELLOR will show you the commands that the Chancellor has to manage shops with. Cities can close your shop down, permanently lock the door, etc if you don't pay your taxes to the city.

Further, you may now sell your shop to other people without any godly interference. HELP SHOPKEEPING will update you on this, and how to pay your shop's taxes.

Currently, the various cities have different numbers of existing shops. I will probably give Shallam and Hashan some shops to even things out with Ashtan. Delos is a bit of a tricky case, as it is not player-run. Most likely I will be running Delos myself, and setting the taxes reasonably high to reflect the fact that anyone can shop there.

As for the handful of shops that aren't in a city or Delos, I will be talking to the owners personally.
