As conquest offers a lot of what we had hoped to give Eleusis in terms of RP support for territory protection and control, we are making the following rulings to reclamation network-related PK

1.
Eleusians may defend reclamation networks in allied or otherwise defended territories. This includes formal allied territories, any territory owned via conquest, any forest during periods of extermination or fire, and for the sake of sanity, the Eastern Ithmia.

2.
Vines are only defendable by the vine holder...
IF the vines are ACTIVELY aiding the vineholder in a current PK engagement.
OR the vines are placed in a territory that is naturally defendable for the vineholder (think grove, personal housing, etc.)

3.
Anyone attempting to attack alongside the vineholder outside of the first point is instigating an aggressive action, and giving RP reason for the person being attacked to seek retribution.
