In Achaea, war sometimes changes.

We've seen a definite shift since Conquests release in how tanks are generally used. As a result of this, org-to-org hostility generation has dropped off even as org-to-org hostile acts have significantly increased. As a result, now that the Conquest system is stable, we have integrated hostility generation into some parts of Conquest (namely, those involving tanks). Thus:

- Sanctioning liberations now generates hostility between the sanctioning org and the current owner of the target area (the same amount as sanctioning a raid).
- Detonating a tank in a conquest now generates hostility (a comparable amount to detonating one in a city, though slightly less overall).

I'll be keeping an eye on this going forward, though in general I don't expect it to be particularly significant. It should just more naturally represent how things actually are standing between organisations in light of Conquest. As of this time, there are no plans to integrate hostility generation into beacon-based battles.
