Not quite a relic of the past

In preparation for imanent mayhem, we've just pushed live some changes to the relics system that we hope address some fairly consistent frustrations with it over the passed year:
* Relics no longer should spawn on outer islands and will also vanish if you take them there, similar to if you take them on ships. I think we've accounted for all the outer islands, but if we missed one somewhere, feel free to let me know!
* Some of the more ludicrous denizens have been removed from the potential relic holders lists. We want people to be using these and fighting over them, so the Grandmaster hogging them all to herself wasn't really generating conflict day to day. There are some big enemies there still, but they should be far more manageable ones on average.
