A long-time oversight has been corrected. It was always intended that your attacks (claw, maul, etc) could be dodged and that you could miss, but we just forgot to implement them. With the new racial system and the dexterity stat, we decided to fix that oversight, so you guys can now miss. No doubt you are thrilled about this, but look at it this way: You had all this time where you never missed, even though you were supposed to be able to.
