Some avatar and promotion updates:
- Avatars can now wear quivers and scabbards.
- You can no longer relinquish your mantle while phased.
- You must be above level 30 to subvert a splinter of essence.
- The DISMISSAL miracle now works on everyone.
- Relinquish messages should now be much more consistent.
- AVATAR POWER or AVATAR POWERS are now interchangeable in commands.
- Ampoules may now be traded in for some bound credits with the PROMO TRADEIN command. They'll also no longer decay.
