July classleads: batch 1

The first batch of this round of classlead changes is now live. Here are all the details:

Apostasy
--------
* SUMMONing a baalzadeen no longer incurs the previous mana cost.

Armour/Weaponsmithing
---------------------
* You can now SMELT items while having the gripping defence active.
* The balance on SMELTing items has been reduced.

Crystalism
---------
* Increased the personal facet capacity to 20000.

Domination
----------
* The HUMBUG entity has had agoraphobia replaced with dementia in its possible affliction list.

Necromancy
----------
* VIVISECT has had its mana cost significantly reduced.
* SOULSPEAR has been sped up somewhat.

Occultism
---------
* HEARTSTONE has had its reserve of mana doubled.

Propagation
-----------
* The cooldown on changing propagations has been reduced.

Runelore
--------
* The NAIRAT runeblade effect will now fire 100% of the time against a prone opponent.

Spiritlore
----------
* Ri'Shen can now be invoked while prone.

Tattoos
-------
* The BRAZIER tattoo will now work whether the target is in the area or if they are in an adjacent room. This essentially means brazier will now work across area borders.

Telepathy
---------
* THROW can no longer be done while entangled, impaled, or paralysed.

Traits
------
* The HEALTH INSPECTOR trait now removes the equilibrium cost of assess, rather than reducing it.

Twoarts
-------
* You may now POSITION SCABBARD when off equilibrium.
* DRAWSLASH has had its endurance cost reduced.

Weaponmastery
-------------
* (Dual Cutting) RAZESLASH now has a maximum balance cap, regardless of the speed of the weapon being used.
* (Dual Cutting) DOUBLESLASH now only requires one arm be free to be used.
* (Dual Cutting) INTIMIDATE now requires that both the target's legs be damaged, rather than just one.
* (Dual Cutting) CONCUSS has been sped up.
* (Sword and Board) DRIVE and SMASH are now affected by clumsiness. Note that they'll still generate ferocity in all cases.

Misc
----
* Members of the Horkval race may now wear cloth armour.
* The sphinx artefact power now goes on cooldown for ten seconds after one performs a hostile action against another player.
