Seamonster Tweaks

Some seamonster tweaks/fixes:

- The Spyglass ability in Seafaring has new syntax based on the SPYGLASS command.

- SPYGLASS LOOK will now display any seamonsters or ships in a small radius around your ship. You no longer have to specify a direction in which to look.

- SPYGLASS INFO <seamonster> will show you specific information about a seamonster. Also no longer requires that you specify the direction.

- When their primary target moves out of range, seamonsters will now linger in their home areas for a short time before disappearing.

- A notification will now be displayed to the primary ship target of a seamonster when the seamonster disappears.

- Seamonsters will now more reliably chase new targets when their primary target moves out of range.

- The attack ranges of some of the more powerful seamonsters have been increased.

- Crew morale gain for seamonster kills has been decreased.

- The effect of the Dodging ability on avoiding seamonster attacks has been decreased.
