General tutours like Epicurus, Averroes, and Damaris will no longer
teach anyone but those under level 10 or citizens of their respective
cities. Furthermore, they are entirely unable to teach guild skills
above the level of 'Skilled' to anyone, as they simply do not have
the expertise.
