Bug fixes and changes

We've been focusing on fixing a slew of bugs over the past few days! Here's the major player-facing changes:
* GROUPTELL now requires a message to be sent to the group.
* TRAIT SELECT will no longer balk at variations in capitalisation.
* TRAIT INFO will now work for major traits while in Dragonform.
* CITY NOVICE commands are now correctly limited to newbies.
* WHO HERE will now colour items more uniformly.
* House servants will now retain their loyalty if killed.
* House servants can no longer be summoned outside of houses.
* House servants will no longer erroneously try to send tells in some reactions.
* Shop carts will now correctly limit the number of items held to 100.
* Adventurers will retain their facet counts when gracefully leaving a house.
* Masochism affliction effects will now work regardless of the presence of balance or equilibrium in the afflicted target.
* Disloyalty affliction now interacts better with Domination entities. Instead of refusing an active order, they will do it begrudgingly at a higher cost to command balance. The passive effects have not changed.
* Tattoos will no longer deactivate on death.
* ICEWALL (Enchantment) will no longer fade on unsuccessful casts.
* CLOAK (Tattoos) will no longer consume additional charges if touched while already cloaked.
* BARKSKIN (Propagation) will now apply its benefits in all applicable situations.
* CHOKE (Kaido) will now always consume equilibrium.
* TARNEL (Spiritlore) now correctly respects the tether state.
* TARNEL (Spiritlore)'s snare ability will now be slower for tethered, unbound spirits.
* DOUBLEWHIRL (Weaponmastery) will now correctly stop, should the first hit cause the knight to be sent prone.
* AXE (Tekura) will now give the correct afflictions on breaking the head.
* FULMINATION (Weatherweaving) now has timer randomisation, similar to HOLOCAUST (Elementalism).
* FULMINATION (Weatherweaving) electrical damage scaling has been adjusted.
* LIGHTNING (Groves) electrical damage scaling has been adjusted.
* PETRIFY (Skirmishing) now requires that the prerequisite afflictions are administered by the Sentinel.
* KNOWLEDGE (Reclamation) now respects hidden adventurers.
* OSCILLATE (Crystallism) is now considered a masked affliction to server-side curing.
* STAR (Enchantment) sigils will no longer interfere with flinging STAR tarot cards.
* METAWAKE (Survival) now has an equilibrium cost to enact.
* FLING (Tarot) can no longer be used as a free check for paralysis.
* Server-side curing will respect balance and equilibrium when trying to enact MIND CLOAK.
