We've just loaded a few more changes stemming from THE LIST! The details
are as follows:

* All ministry aides now have WRITELOG <city> privs.

* The minimum reason length for <org> ENEMY <person> <reason> has been
substantially reduced.

* Newbie orientation TASKS may now be viewed regardless of level.

* It is now possible to dump a specified type of ship cargo - SHIP TRADE
CARGO DUMP [type].

* HOUSE RESTRICTIONS is now used to view restrictions on yourself,
instead of HOUSE RESTRICT.

* HOUSE RESTRICT is now investible. Those granted the power via invested
positions may not restrict the house leader or other members with the
restrict power.

* A new clan setting, OMITFROMHONOURS, has been added, which will hide
clan membership from HONOURS. The PRIVATE setting now only hides the
membership list from CLANHELP <clan>. All currently private clans have
had omitfromhonours set, to keep consistency with past functionality,
and secret clans function as they have in the past.
