Now that the new guard system has been in long enough to iron out any
kinks, it is time to revert the cost of guards back to a normal level.
The new base cost for a city guard is now 25,000 gold sovereigns, and
the city guardian is now 100,000.

A further small tweak to spark summoning (HELP CITY DESTRUCTION), you
may now light and fill pipes without interrupting the process.
