City Destruction tweaks

I've just loaded up some changes to City Destruction, based on feedback
received. The details of the changes are as follows:
* Experience gain for raiders has been reworked, granting relevant xp
rewards based on the soldier's level.
* Gold rewards from sacking an enemy location have been increased.
* Gold costs for repairing a destroyed room have increased
proportionally with the above.
* Repair time has been increased to make sure that the effort put into
destroying a room is not trivially reversed.
We'll be monitoring the situation as the system is used more, and making
further tweaks as required. If there is something additional you'd like
to see as part of this system, feel free to file an IDEA!
