I have added a couple things to cities. First, a single city leader.
This leader (called Prince in Ashtan, and Sultan in Shallam) must
be one of the members of the ruling council (archons and viziers
currently). It is entirely up to the archons and viziers to choose
who will be the leader. In order to throw your support behind
a particular person, you will type SUPPORT <whomever>. This will
only work if you are on the ruling council. When 4 people support
one candidate, that person will become Prince/Sultan.

Second, I have introduced divine patronage of cities. Only the
Prince/Sultan may choose the patron, and the command is CITYPATRON
<god>.

It is the leader of the city who is ultimately responsible for
the welfare of it, so Archons and Viziers, choose carefully.
