Telepathy changes

Following the recent classlead change to mindlocks, we decided to clean
up a lot of the telepathy code. We took the opportunity to do some
housekeeping across the skill, getting rid of some obsolete abilities,
and reworking some of the ones that have been causing issues for a
while. The full details of the changes are as follows:
- The formulae for mindlocks have been reworked, both for obtaining the
locks and determining when they will break. The chance to obtain a lock
is now calculated on a constant tick rather than a variable timer,
meaning obtaining locks should be more consistent.
- MINDPRINTS and the Intellect Crown both increase the chance of
obtaining a lock, decrease the chance of losing a lock, and reduce the
cost of maintaining a lock.
- Mindlocks will now properly transfer if a monk locks someone who is
already locked by another telepath.
- The abilities LINK, PSYCOMBAT and MINDSENSE have been removed.
- The syntax for MINDCLOAK has been changed to MIND CLOAK, and
HYPERSENSE is now MIND HYPERSENSE.
- Mindlocks, and any mindlock-based channeled abilities, can no longer
be stripped.
- MIND STATUS has been added to the LOCK ability, allowing an easier way
to check the status of your mindlocks and any channeled abilities, such
as EMPATHY.
- MINDCLOAK will only drain mana or willpower while attemping or
maintaining a mind lock, rather than being a continuous drain.
- Telepathy should never set off Kaido DELIVERANCE.
- MIND UNCLAMP and MIND UNISOLATE have been added, allowing a way to
disable these abilities.
- TRAVEL now has a short equilibrium cost.
- BLACKOUT and BATTER have had their mana and willpower costs reduced.
- DIVINE now shows a target's willpower in addition to their health and
mana.
- The restrictions on being moved by THROW have been eased up. Only
writhe afflictions, being prone and blocked exits should prevent it.
- MINDNET now properly respects movement to and from ships, and should
only be triggered when someone boards or leaves the vessel a telepath is
located.
We may need to make some adjustments to the mindlock formula as it has
more widespread testing, so if you encounter something that seems off
(locks being too easy / too hard to gain and maintain, for example),
please file a BUG with as much information as possible.
