Updates for all Clans

Greetings Sapience,
It has been a busy time in the Garden and there has been another notable
update to the Weave, this time specifically for Clans.
Clans may now invest the powers READNEWS and WRITENEWS to allow
positions to read or write on the clan newsboard.
e.g. CLAN INVEST 1 WITH READNEWS
CLAN INVEST 1 WITH WRITENEWS
In addition to this, there is now an 'all' position that can be used to
invest powers to all members of the clan whether they are appointed to a
position or not.
e.g. CLAN INVEST ALL WITH READNEWS
CLAN STRIP READNEWS FROM ALL
Powers invested to 'all' will also be available to positions that don't
have the power invested directly so be careful of what powers you give
to 'all'.
New clans, by default, will have the READNEWS and WRITENEWS powers
invested to 'all' and I have just set all existing clans to match. If
you wish to not have these two powers invested to all, simply use the
'CLAN STRIP <power> FROM ALL' command to remove them.
