Raiding - some clarification

There has been some serious confusion of late about what is considered
acceptable in initiating attacks in raid situations. More particularly,
there have been individuals or groups choosing to enter a city, yell to
the occupants to leave or die, and then claim the right to kill anyone
who does not comply. This is not acceptable, nor is this a change in
policy.
In order for the raiding party to attack anyone in the city, their
target has to have initiated the attack on them. Being in the room with
the raiding party falls under HELP COMMON SENSE, but being in the city
does not. Having participated in past raid defense does not qualify.
Standing with members of the defense party in a room separate from the
raiding party does not qualify, though in such cases in-character
resolution would be required. Simply remaining somewhere in the city
when the raid is initiated does not qualify. The full guidelines for PK
as they apply in raid situations may be found in HELP PK CAUSE section
8, and other clarification may be found in Announce News 2983.
