For city security reasons, only those of the Development Ministry or the
ruling council may enter a city's subdivision planner now. Others can
still follow in, so it's up to those people with authority to enter to
be aware of their entourages. Those without authority to enter the
subdivision planner, if they manage to follow in and QQ, will be moved
to Outside the Cave upon re-entering the realms.
