Tekura changes

We have just put some changes in to do with Tekura damage and its
scaling in the upper echelons. It had come to our attention that there
was a certain amount of "power creep" that was sneaking into the ability
with the inclusion of Scimitars of Yen Sorte and house icons. What I
have done is rebalance the Tekura damage formula to bring it back into
line with every other class.
What has been affected:
- SDK and UCP have had their damage reduced slightly.
- The overall effect of strength on damage has been re-evaluated, and
will provide more standard diminishing returns the higher you deviate
from the average.
What hasn't been affected (or hardly affected):
- Limb breaks - there should be little to no difference in the amount of
Tekura damage needed to break a limb.
- Most races will not notice any dramatic reduction in damage.
