Two more tweaks to the recent changes to harvesting:

- The Gloves of Harvesting artefact will now, in addition to its current
halving of harvest balance, raise the potential number of herbs per
harvest.

- The higher your skillrank in Concoctions, the less chance you will now
have of getting a failed harvest when there are any herbs to be
harvested left on the plant.
