War and city soldiers

HELP CITY SOLDIERS erroneously stated that city soldiers are "open PK"
to each other, meaning that they may attack each other at will but gain
cause. This is not true. As HELP PKCAUSE and HELP PKRULES state, city
soldiers are FREE PK to each other, meaning that NO cause is generated.

HELP PKRULES, 9) WAR AND HOSTILITIES:
Soldiers may attack or kill soldiers during hostilities between
their respective cities. Such attacks or killings have no effect
on PK cause - PK cause is not gained, neither is it extinguished
during wartime/hostilities, for soldiers.

Only soldiers may defend soldiers during hostilities.
Non-soldiers may not defend soldiers during hostilities.

I have amended HELP CITY SOLDIERS to reflect this correctly. If you have
any disputes regarding cause stemming from the previous version, please
settle it in a civil manner with those with whom you have such disputes,
or in a case where an agreement cannot be reached, you may ask an
administrator to arbitrate for you using ISSUE <person>.
