A few more things related to ships

Today we have introduced a 16-point compass (See HELP COMPASS) and
all that that implies for ships and winds. In short, that means
you can use directions like NNE or WSW in addition to the usual
N, E, SW, etc.

Also making their debut are the sea winds of Achaea. These are
based on reasonable atmospheric modelling from that other world,
sometimes falsely called the 'real world,' which means that there
are, for example, prevailing wind directions and that they vary
somewhat based on latitude.

Finally, for this announce anyway, a couple of additions have
appeared in HELP 23 (or HELP SHIPS). One is HELP COMPASS and the
other is HELP SAILING. It's simplified a bit, but reasonably
accurate enough to permit a sense of rationality without it
overwhelming enjoyment and practicality!
