Till now, giving an order with a soulmaster required balance and equilibrium, but did not cost either. Meaning you could not be off eq, or off bal to give an order with soulmaster.

Now, you still have to be on bal and on eq, and you also use up 3 seconds of equilibrium on any _successful_ order.

This does not affect any other ability that may give you the chance to order someone, such as hierophant or minuet.
