Order guard retire, easier pipes handling, meteor arrows

- City security ministers only (not aides) may now ORDER <guard name,
i.e. amazon/lich/djinn/etc> RETIRE to dismiss a guard from service. City
guardians may not be ordered to retire. This is not forceable, and it is
logged to city logs.
- Pipes! You may now target pipes when lighting, smoking, and emptying,
by the content of the pipe. So you can LIGHT VALERIAN, SMOKE SKULLCAP,
EMPTY ELM, for example.
- Meteor arrows are now groupable.
