A minor Weave: CLAN INVEST position WITH HELPEDIT

Clan leaders are now able to allow positions in their clans
to have the power of editing clan help scrolls, which is to
say, to use the CLHELP EDIT .... commands (but not those
related to setting permissions).
The command for the clan leader is one of the CLAN INVEST ones,
as in CLAN INVEST positionname WITH HELPEDIT.
