Accents/Voices have changed slightly:
- the limit is now 24 characters (formerly 30).
(only 6 people total had voice/accent over 24 characters, one of
those being eminently ignorable: 'AWWWESOOOOOOOOOOOOOOOOOOOOME!!')
- you are still limited to 3 words.
- three punctuation marks allowed, used once each max: comma, hyphen,
and apostrophe (sometimes called single quote).

Titles
------
Each time you speak with an accent, your titles will be suppressed for
that say/snarl/chant/whine (etc).


Enforcement
-----------
We may punish those with obviously improper accents/voices, so please,
be serious and be careful. Punishment may include losing the ability to
have or set a new accent or voice, or may get much severer depending on
the nature of the accent/voice.
