Organisations may now "claim" manuscripts, such that only members of the
claiming organisation may edit them. At this time, those with the
ability to claim manuscripts for organisations are: city council
members, House leaders, Oakstone hierophants, Church prelates, OR10s in
divine orders, and heads of clans. You must have the manuscript in your
inventory in order to claim it. Please don't abuse this to claim
manuscripts that don't actually belong to your org, as I'll just reverse
it. If your org has a manuscript that you wish to claim, but you can't
pick up (it's dropped with a flame sigil somewhere, for example),
contact your org's divine patron or me for help.

The syntax: CLAIM MANUSCRIPT <manuscript#> FOR <org name>.
