- City leaders (Overseer, Sultan, etc) can now CITY MARRY <person1> TO
<person2>, assuming that at least one of the two being joined in
matrimony is a member of his or her city. Note, all mortal-presided
marriages now require that both parties being married AGREE to be
married.

- City council members may now use the CITY MUTE/UNMUTE commands. The
syntax is: CITY MUTE <infidel> <TEMP|INDEFINITE> <reason>. TEMP will
mute for an hour then wear off. INDEFINITE will mute until someone does
CITY UNMUTE on the muted person. The reason will be recorded in the city
logs. This is on a trial basis only. Cities abusing this power to mute
left and right will find they no longer have access to it.

- If you use the SIT command to sit down, you will now show up in a look
of the room as "<name> is seated here." instead of being sprawled on the
floor.

- When you pass out from exhaustion, those in the room with you will now
see a message that you have done so, instead of no message at all as
before.

- You can no longer BURROW BELOW in subdivisions.
