updates to the Mark/contract system

We're making a few more adjustments to the Mark system based
on the last few days of experience with it, and your input!
Remember - when you get harmed by someone and want to get
revenge, using the Mark (an Assassin or Champion) is now a
very desirable alternative to trying to get revenge yourself,
or even issuing. Please ask a Mark member if you're not sure
what this all means. Or me!
Now, to the modifications and updates:
- You may only hire within 3 Achaean months of gaining cause.
- Contracts now have a life of 77 Achaean days.
- Contracts move towards expiration only when the target is active
in the realms, on the prime material plane, and outside of the
defendable area of any and all cities, house estates, and temples,
friendly, enemy, home, neutral, allied, etc.
- Contracts are valid throughout their lifetime.
They do not expire with the cause that was their original basis.
- As always, if you attempt to take your own revenge, that's great,
but your ability/right right to issue or hire are gone.
- If a contract fails for any reason, including, but not limited to,
being cancelled by any party, or the death of the mark, then you
may only hire again if you are still within the original hiring
limit of three Achaean months since gaining cause.
