Totems, Cities, and the Weave

Cities now have a way to designate someone to be their official
'totemer' (mainly for non-citizens in this role, but can be used
by anybody).

When the designated totemer uproots or smudges city totems,
those same city totems do not cry out in warning of the event.

Any city ruler, the city leader, or any member of the Security
ministry may

CITY SET TOTEMER <whomever>
or
CITY SET TOTEMER NONE

Any citizen may CITY TOTEMER to see who the latest totemer is.

The totemer can be changed/cleared at any time, for any reason,
without limitation. This is mainly to help out in cases where
non-citizen Runelorists may be brought in to adjust a city's
totems.

Changes to the totemer will be recorded in the totemlog.

Oh yes, and the entire range of city commands will now show
up if you simply do CITY. Consider it a reminder of what might
be doable, in the same manner as entering SHOW by itself gives
you the many possible things you may show.
