A number of improvements, changes, and fixes related to the organisation
of the Church, from a long-compiled list with thanks to the wonderful
Tarah for putting the list together:

- Prelates may now title Churchmembers.
- Those on Church probation can now no longer hear or speak on HTS,
regardless of Church rank.
- Excommunication now requires a reason to be typed in, which is now
logged to the Church log as well as messaged to the excommunicated
person.
- Church favouring now includes the reason when messaging the favoured
person.
- CHURCH PRIVS now works dynamically, only showing you the privs
available to you.
- When non-honorary members join the Church by virtue of reaching HR3 in
the Empyreal or Guardian Houses, this is now logged to the Church logs.
- Being castout of the Empyreal or Guardian Houses should now oust you
from the Church consistently, rather than failing to do so if you were a
laymember before joining the House.
- Any oddities with new members being auto-probated now and then should
be gone.
- Prelates can now access a list of excommunicated persons.
- All prelates can create and manipulate projects for the Church now.
- Bug with prelates being able to probate/unprobate themselves, fixed.
- CHURCH BANKACCOUNTS now works as well as BANKACCOUNTS CHURCH.
- CHURCHFAVOUR/CHURCHDISFAVOUR now work as well as CHURCH
FAVOUR/DISFAVOUR.
- CHURCH OUSTing someone who is not in the Church no longer puts an
erroneous message on the Church logs.
- Churchfavouring rank raised to 5.
- Someone enemied to the Church can no longer join the Empyreal or
Guardian Houses via Certimene.
- Quitting the Empyreal or Guardian Houses while a Churchmember
removes you from the Church as well.
