HELP ORGHELP

Today we've expanded nearly all forms of orghelp (CITYHELP,
CLANHELP, CHURCHHELP, OAKSTONEHELP, HOUSEHELP, ORDERHELP, plus
any others I may have forgotten).
Now individual scrolls can have permissions set on them so
that they are restricted to a certain org rank or above or,
in the case of cities, restricted to a certain minister and
aides (not both: either restricted by rank, or by ministry).
It's all explained in some detail in HELP ORGHELP.
The main change for normal folk is that when you'd usually do
something like CHELP INDEX, you could now do something like
CHELP INDEX 2 (to see only those scrolls for rank 2 precisely), or
CHELP INDEX 3+ (to see only those scrolls for rank 3 or greater).
Those able to edit or delete help scrolls are now also able to
set and show permissions on them.
House positions and clan positions are not taken into account
in this system, nor is probationary status. Individuals are also
not part of the system (so you can't say, just name a person or
two that you want to be able to see a given scroll).
This feature was requested in the last Achaean year or so by
some in leadership. We hope you enjoy it!
