House clans

Houses now have the command HOUSE CLAN LIST and HOUSE CLAN <clan alias>
NEW_HEAD <person>. These are both available by default to the House
Leader (Leaders in case of triumvirate). If the HOUSE_CLAN power is set
to positions, those positions may then use HOUSE CLAN LIST.
