Today I have added a few things related to city revenue logs.
1) nearly every function that is logged in the revenue logs now
also includes balance information. Read it and you'll see.
2) the new verb WRITEREVLOG <city> whateveryouwanttowrite

Those should be helpful in tracking things better, and in
making moneyhandlers' lives easier.
