Sometimes things get complicated when it comes to deciding who is
allowed to purchase or move furniture on behalf of an organisation.
This is an attempt to clarify that!

orders - all those able to erect shrines
cities - any officeholder, but not aides
guilds - gm, novicehead, and any secretary
houses - the leader, newcomer head, and any position holder (not aides)

These are the ones able to purchase, place, and generally deal with
furniture for organisations.
