A new little tool called ALLOWTELLS will let you create a "whitelist" of
those you will accept tells from while you have TELLSOFF. Useful for
when you want to block the rest of the world out except for one or a few
people. It only works in conjunction with tellsoff.

You must CONFIG ALLOWTELLS ON to have it work, and type ALLOWTELLS by
itself to see the syntax for how to add/remove people to the list.
CONFIG ALLOWTELLS OFF will let you disable it without having to clear
your allowtells list.
