City Improvements

The tentative first step towards what will eventually be a fuller city
vs. city conflict system has been put in. HELP IMPROVEMENTS and HELP
KEYSTONES are the new files.

Note that while there are only four improvements right now, more will
definitely go in over time, though I'm not going to say when or what
they will be. Note that the ability to absorb more damage or increase
maxhhealth, or regeneration generally are specifically not there, for a
reason, so no need to suggest them. 😉

I also don't know how the costs are going to play out over time. We took
a guess, and they may be too low, or may be too high. Of course, we
reserve the right to change them at any time (particularly the
maintenance cost). It's also worth pointing out that as more of these
improvements go in, there will be extra sources of income for a city,
though that's all I'll say for now.
