Update on CTFs

Here are a few things that are either new, or clarifications, about
how CTFs work.

- City + Forest defences are disabled for CTFs and certain other events.
(we take a very dim view of people who take advantage of those
defenses being down during events, by the way)

- The "exterminate" ability, and the extermination effects of
holocaust bombs are both also disabled during CTFs and similar events.

- Implanted Totems are disabled during these events.

- Standing totems are NOT disabled. They operate normally.

- Double-planting of flags will now result in one of the flags being
automatically uprooted (with notification given, like with any other
uprooting). No points will ever be given for more than one flag at
any location, even if it does occur by some error.

May this help create a cleaner contest with more fun and better
competition!
