The wheel tarot has recently been changed, and the changes announced
to the proper guilds - Jesters and Occultists.

The Wheel Tarot affects one person selected at random in the same
location as whoever uses it. The affected person may gain or lose
experience, or may experience an increase or loss of 1 to one of the
four statistics: strength, intelligence, dexterity, or constitution.

The experience gain or loss is permanent.
The stat gain or loss is temporary. It will last no more than one
Achaean month. And no more than one stat gain or loss will affect
any one person in any given Achaean month.
