As should have been done long ago, I've restricted different types of
shields to different classes. Not only does it make all types of shields
actually useful to someone, but it makes more sense and also allows us
to another way to balance how much damage a class can take. The
restrictions are now a combination of 'sensible' and pure OOC balance
considerations.

No doubt some of you will be annoyed by this, but change is just part of
a mud and no change pleases everyone.
